About half of CVWD’s water comes from hundreds of miles away – first as snow or rain in the Sierra Nevada mountains and then in rivers that flow into the Sacramento-San Joaquin Delta or directly to the district’s water conveyance systems (the Central Valley Project, State Water Project and San Francisco’s Hetch Hetchy system). This imported water is stored at the Whitewater Spreading Area, where it is slowly released to the valley’s aquifer to replenish the water supply.

Another key source of water is recycled water – wastewater that has been cleaned and purified for reuse in irrigation, industry and agriculture. Currently, more than a dozen golf courses, homeowner associations and local schools irrigate with recycled water.

GSAs are developing groundwater sustainability plans (GSPs) that address the challenges of bringing overdrafted basins into balance without unintended consequences like land subsidence and dry wells. But these efforts will not succeed unless the valley addresses key issues like air pollution from dust, and water and soil quality impacts that result from intensive cropping practices that produce high levels of nitrates in surface waters.

Restoring habitat is one potential solution to these problems. However, restoring wildlife habitat across large acreages of land will require a significant investment of capital and staff time.
